"The new visa requires sponsorshipby a State or Territory that contains a regional or low growth area and the States of Queensland, South Australia, Victoria and Tasmania have thus far announced their criteria for SIR visa sponsorship....
The approaches taken fall broadly into two camps: those State in which an applicant can live anywhere, and those Staes in which an applicant cannot live in the State Capital and surrounding areas. The State of South Australia, Tasmania and the Northern Territory fall into the first category. The States of Queensland, Victoria, Western Australia and New South Wales fall into the latter...
These two broad groupings arise because the Capital cities of South Australia and Tasmania are designated as low growth areas, meaning that SIR visa holders can live and work in those capital cities..."
"Successful applicants will be granted a three year temporary visa with the prospect of being eligible to apply for a permanent residence.
The eligibility requirements for the S.I.R visa will include:
Being sponsored by a State or Territory
Meeting the basic requirements for the General Skilled Migration category
Undertaking to live and work in regional Australia or a low population growth area for at least two years.

Sisko.
