Unlike Europe, Australia doesn't make it particularly easy to obtain a licence for scooters.
Some states, including South Australia and Western Australia, allow unlicensed riders to run scooters with engine capacities below 50cc – about half as large as the average lawnmower. Most states, including
NSW and Victoria, require riders to obtain a motorcycle licence.
NSW does make an exception if the
scooter is fully automatic, in which case the rider must complete a training course, but can then move straight to a full licence, bypassing the traditional provisional term. Interestingly, most riders choose to obtain their full licence, giving them the option of riding a full-size motorbike some time in the future.
