Yep, that's pretty much it.
In fact, in Melbourne (and especially in the country Vic. areas) I found it could almost be a case of "Rugby, what's that and what are the rules?"
(Ok, I admit it, I was one of these!)
(by the end of the World Cup though, many of us had kind-of figured out how the game was played, but I remember being in a pub in Melbourne during one of the early finals matches. Rugby was on 4 tv's around the pub, and absolutely nobody was watching. I asked all the members of my husband's band (who were playing there later that night) about it, and they confessed: 1: they didn't know the rules at all. Not even a little bit, though they definitely did like sport and AFL.
2. They didn't watch it.
3. They only knew Aussie Rules football.
Sure, there were a lot of Melbournians excited about the World Cup when it came to Victoria, but I suspect in many cases (even Tv personalities) that they were just playing 'follow the leader' because they really didn't want to admit they didn't know anything about the game either.
And anyway, those who didn't understand the game still enjoyed the finals atmosphere and the whole international aspect and all those extra tourists with $$$
