Les communiqués se multiplient. Et l'Ambassadeur d'Australie en France a réagi très positivement à la nouvelle lors de ses déclarations (voir article plus bas). Espérons que cette période fort optimiste dure le plus longtemps possible.

Signature d'accords de coopération entre Canberra et Paris

Canberra, le 24 novembre (Nouvel Obs)

L'Australie et la France vont autoriser leurs citoyens respectifs à postuler pour des visas «vacances-travail» et augmenter la coopération dans la lutte contre la pêche illégale dans le cadre d'accords signés lundi.

Mettant de côté leurs différends sur la guerre en Irak, le secrétaire d'Etat français aux Affaires étrangères, Renaud Muselier, a rencontré lundi le chef de la diplomatie australienne Alexander Downer pour la signature de ces accords.

«L'Australie et la France, quels que soient les différends que nous avons eu sur la question irakienne, sont deux pays militant pour les mêmes valeurs», a observé devant la presse le ministre australien. Des propos approuvés par Renaud Muselier. «Je pense que nous sommes dans le même état d'esprit en ce qui concerne la destruction d'armes de destruction massive, la lutte contre le terrorisme et le renforcement de la démocratie».

Dans le cadre d'un des deux accords signés lundi, les voyageurs australiens seront autorisés à vivre et travailler en France, tandis que les Français auront le même droit en Australie. Les jeunes âgés de 18 à 30 ans peuvent postuler pour un visa «vacances-travail» pouvant aller jusqu'à douze mois. Mais ils ne pourront pas travailler pour le même employeur pendant plus de trois mois.

D'autre part, l'accord de coopération maritime va permettre à Canberra d'avoir accès au système français de surveillance par satellite et de suivre les bateaux de pêche opérant dans le Pacifique-Sud.

Les deux hommes ont également abordé le cas de Willie Virgile Brigitte. Expulsé d'Australie le 17 octobre dernier, ce ressortissant français est soupçonné d'avoir préparé un attentat sur le territoire australien.
Renaud Muselier a affirmé que Paris était conscient de la nécessité d'une coopération mondiale dans la lutte contre le terrorisme. «Nous avons nous-mêmes souffert du terrorisme dans notre pays», a rappelé le secrétaire d'Etat français aux Affaires étrangères.

France and Australia sign work visa deal

Paris, November 24 (Expatica)

A new visa accord between France and Australia allowing young people from each country to work in the other for up to a year was hailed as a big boost to bilateral ties by the Australian ambassador here Monday.

"This is the most important development in bilateral relations between our two countries in years," ambassador William Fisher said in a statement.
Political relations between Paris and Canberra have been strained in the past, most notably over the US war on Iraq, which was strongly supported by Australian Prime Minister John Howard.

But Monday French Deputy Foreign Minister Renaud Muselier and Australian officials signed the working visa agreement and another accord, reinforcing cooperation in the fight against illegal fishing in Antarctic waters, in Canberra as a step to thawing relations.

According to the embassy statement, the visa deal will from January next year permit Australians and French people aged between 18 and 30 to apply for the right to spend up to a year in the other country.

During that time, they will be allowed to take on "incidental work," which is defined as spending less than three months with any one employer.

Similar schemes have long existed between Australia, Canada and Britain, among other countries, but political tensions have up to now precluded Australia and France signing an agreement.

Under the existing arrangement, Australia accepted nearly 90,000 foreigners over the past two years.

Fisher said there would be no quota on the number of French people who would be able to go to Australia under the scheme. His statement said the new accord was expected to boost tourism between both countries.

Une première date d'application et d'autorisation à candidature est donc avancée pour le courant du mois de Janvier qui pourrait être effectif aux alentours de fin Janvier 2004. Et le chiffre virtuel de "500 postulants" semble être un seuil minimal qui pourra être augmenté mutuellement par les autorités françaises et australiennes si les jeunes Français postulent rapidement et surtout, si beaucoup de jeunes Australiens postulent au Working Holiday Visa en France. C'est mathématique ! Qu'on se le dise !

Working holiday makers from Australia and France will soon be able to apply for working holiday visas in a new reciprocal arrangement between the two countries.
The French Secretary of State for Foreign Affairs, Mr Renaud Muselier, currently visiting Australia, today signed the Working Holiday Arrangement in Canberra with Senator Amanda Vanstone, the Australian Minister for Immigration and Multicultural and Indigenous Affairs.

The Arrangement emphasises the importance of people-to-people links between the two countries and will increase the opportunities available to young people to experience other cultures and societies at first hand.

“This is the most important development in bilateral relations between our two countries in years,” said Australian Ambassador to France, Mr. William Fisher.

“It means that young people are free to travel and work in Australia. And there is no Australian Government quota or limit on the number of young French adults now in a position to go to Australia under the scheme. This is truly a major break-through and turning-point in Franco-Australian relations.”

People aged between 18 and 30 can apply for working holiday visas for up to 12 months' duration. Work undertaken in Australia must be incidental to the main purpose of holidaying, and work periods must be under three months duration with any one employer.

In Australia, the working holiday program has grown significantly in recent years and 88,750 visas were issued in 2002-03.

France will become the 17th country to sign a reciprocal working holiday arrangement with Australia. As a welcome addition to this program, France’s inclusion from 1 January 2004 underlines the close relationship Australia enjoys with France.

Apart from the strong cultural benefits of the working holiday program, the program is also expected to boost tourism between both countries.

Since 1 July 2002, working holiday makers to Australia have been able to lodge applications on the Internet. Electronic lodgement enables clients to apply for a visa 24 hours a day, seven days a week, wherever there is Internet access.

Who is eligible?

To be eligible for the grant of a working holiday visa you must:

be between 18 and 30 years at the time of application;

The web site of the French Consulate in Sydney has today put on line the first preliminary page aimed at informing young Australians who will be applying for a WHV in France.

Working Holiday Visa arrangement
France and Australia have signed a Working Holiday Visa arrangement. Under the arrangement young people (aged between 18 and 30) from each country will be able to stay in the other country, in an individual capacity, for the purposes of holidaying there, and to have the possibility of obtaining paid work to supplement their available financial resources. The Working Holiday Visa will be valid for a period of 12 months maximum.

Please note that the agreement has still to be ratified before coming into force.
